1. The prohibition against launches without tow carrying cargo is hereby confirmed.
2. The Commissioner of Customs should immediately notify to the Commander-in-Chief of the River Guard the number of launches plying without tow in inland waters, their owners, places of departure and destination, and ports of call en route. Owners must report the above details to the Commissioner of Customs. The Commissioner of Customs should hereafter notify to the Commander-in-Chief of the River Guard all launches which it is proposed to place on or remove from the river.
3. In accordance with existing Regulations, all landing-stages on route at which it is intended to embark passengers must be notified beforehand. No passengers may be embarked elsewhere than at those stages, to preclude the possibility of pirates being taken on board by mistake, in the absence of any examination...
